A college degree should have that kind of weight but most schools are just so far behind. It's really sad, but there's definitely room for improvement. I don't think schools are outfitted properly to give someone any real value in the field of "web design". What they can give you is a good sense of history as it relates to graphic design and some great design principles. Not at all.
